If the water level is at or above the overflow level of the flush valve, the inlet valve is at fault. It may be that it just needs adjusting, or it might need repairing or replacing. If the water level is below the overflow level of the flush valve, then the flush valve is not sealing properly. Given that your valve is new, it could just be a bit of grit under the seal. Remove, clean and replace. It should just come out on a bayonet type fitting, no need to dismantle the WC. Make sure this level is below the internal overflow level of the fill valve. If no, you will have to adjust or replace the fill valve. Make sure the float height is adjusted to cut off the water at the fill level marked on the cistern.
